On the other hand, those who could not afford high levels of services and taxes may choose to concentrate on communities has low demands. The gist of this potential intervention, according to Tiebout, is to ensure that every citizen get their fair share of pu blic goods and services. Tiebout believes that Samuelson’s article largely focused on the public goods at the central level.
